    Regional Manufacturing and the IRA 45X Credit

    The Inflation Reduction Act's 45X advanced manufacturing production credit pays $0.07 per watt for domestically produced solar cells and $0.11 per watt for modules. This has triggered a wave of US factory announcements from Tier 1 names: Jinko, LONGi, Q CELLS, and Canadian Solar all have or are building US assembly capacity. For buyers, US-assembled modules qualify for domestic content bonuses under the ITC, adding 10 percentage points to the tax credit for projects meeting the 40% domestic content threshold.

    The domestic content calculation is nuanced. Module assembly in the US counts, but cells imported from Asia do not. Glass, frames, and junction boxes from US suppliers count toward the threshold.     How to Verify a Tier 1 Manufacturer Claim

    1. Check the BloombergNEF quarterly list. The official Tier 1 list is published quarterly and requires subscription access. Beware of marketing claims citing outdated lists.
    2. Verify bankability independently. Look for the manufacturer's projects in PVEL and RETC scorecards. Active participation in both programs signals quality commitment.
    3. Request project references. A true Tier 1 manufacturer should be able to provide six or more financed projects above 1.5 MW within the past two years.
    4. Review financial statements. Publicly traded manufacturers file annual reports. Look for positive operating cash flow and manageable debt levels.
    5. Confirm US support infrastructure. Ask whether the manufacturer has US-based warranty service, replacement inventory, and technical support.
